As part of this community, we strive to be good stewards of the land and support our neighborhood groups and representatives. As residents of one community, we have an opportunity to create solutions that shape our future.
Holding regular gatherings in your neighborhood can help create a sense of community and a greater awareness about local issues that neighbors can discuss and on which they can take collective action. Below are some resources that will help you engage with the community and offer support when you need it the most.

Get Acquainted
Excessive noise and other livability issues can be a challenge when college students are your neighbors. These proactive steps can help you deal with these realities more effectively:
- Get contact information for at least two people at the homes of your student neighbors.
- Use Ramsey County records to determine who the landlord is – and get acquainted with that person, too.
- If the property is owned by an LLC (limited liability company), search the business filings through the Secretary of State’s office.
Who to Call
- Call Public Safety, 651-962-5100, a 24-hour number. Although Public Safety has no legal jurisdiction in the neighborhood, officers can drive by and document the event, and their presence often encourages loiterers to move along.
- Call SPPD. Dial either 911 (emergency) or 651-291-1111 (non-emergency). The complaint will get to the same communications center. Report the exact address of where the disturbance is occurring or the nearest cross streets of where you see trouble.
- Email details to the neighborhood relations office at neighbors@stthomas.edu.

District and Neighborhood Councils
The City of Saint Paul includes 17 neighborhood-based district councils offering citizens a voice and a path to grass-roots democracy. The St. Paul City Council established the West Summit Neighborhood Advisory Council (WSNAC) in August 2004 to collaborate on issues of interest to the University of St. Thomas and the St. Paul residential neighborhoods that surround it.

Benefits for St. Thomas Neighbors
Visit the St. Thomas Newsroom or Tommie Sports for news and athletic events that may interest campus neighbors.
St. Thomas provides 100 memberships that neighbors may purchase to use at Anderson Athletic and Recreation Complex (AARC) on the main campus.
Members must be 18 years old. Please note that AARC generally is closed when the university is closed (over Christmas break, for example), so be aware of the restrictions before making your purchase.

Neighbors of the University of St. Thomas may borrow books or other materials from the O'Shaughnessy-Frey Library with a valid Friends of the Library card. A neighbor is any adult at least 18 years old who lives within the Student Housing Overlay District, which extends north to Interstate 94, east to Snelling Avenue, south to St. Clair Avenue and west to the Mississippi River. Library Guests.
Stamps, money orders, postal services, Federal Express, UPS and fax services are all available in the lower level of the Murray-Herrick Campus Center, at the Campus Bookstore. Call the Post Office at 651-962-6350 or Shipping and Receiving at 651-962-6355 or visit the Campus Mail Services Website.
