Student Parking

Any vehicle on parked on campus must either have a parking permit or be parked in visitor parking ramps.

To qualify for a parking permit, you must have a valid St. Thomas identification card and must be engaging in St. Thomas related business or events.

Purchasing a permit does not guarantee a parking space and a lack of parking is not a valid excuse to violate parking policies. There are multiple parking options across campus, along with the Anderson Parking Facility. If a space is not available closest to where you need to be, make sure to check the other available lots.

Parking enforcement is managed through license plate recognition; St. Thomas no longer uses hang tags. It is critical that permit holders have an accurate license plate number connected to their parking permit. Visit the Parking Portal to verify that your license plate information is up to date.

Resident Student Parking

Resident Parking Permit - $580/year

Resident parking permits are awarded through a lottery. All resident students are eligible to enter the lottery. Preference is given to seniors, juniors, sophomores, and then first year students.

Resident Student Parking Permit Lottery

Resident student parking permits are awarded through a lottery.

The lottery for 2023-24 spring resident parking permits will open Monday, Dec. 18. The lottery will be open through Friday, Jan. 26. If there are permits available, results will be emailed after 3:00 pm on Tuesday, Jan. 30.

Students enter the lottery via the Parking Portal and will be notified of the lottery results by email. Students who are awarded a parking permit will have a designated period in which to purchase their permit. Failure to purchase the permit within the communicated time period results in a forfeit of the parking permit.

To enter the lottery, log into the Parking Portal using your St. Thomas network login. At the bottom of the page, right side, click on "Add/Edit Waitlists." Read the information on the next page. Click "Next."

You will see any available lotteries/waitlists for which you are eligible. Click "Add." For resident permit lotteries, there is only one waitlist available and should correspond to the class (junior, sophomore, first-year) you just finished. Click "Done" on the next page. You'll see a receipt listing the waitlist you've added. Incoming first-year students should add the "Incoming Freshman Waiting List."

Commuter Student Parking

The University of St. Thomas provides multiple parking options for commuter students, on both the St. Paul and Minneapolis campuses.

St. Paul Campus

St. Paul Commuter Permit--$240/year or $133/semester--valid from 5 a.m. to 2 a.m. in all yellow and red parking lots and the Anderson Parking Facility. J-term commuter parking permits are available for $35.

St. Paul Evening Permit--$157/year or $80/semester--valid from 4 p.m. to 2 a.m. in all yellow or red parking lots and the Anderson Parking Facility.

St. Paul Campus Commuter Parking Permit Areas

  • Lots A, B, C, D, G, I, K, L, N and O.
  • Anderson Parking Facility (St. Paul south campus parking ramp)

A daily option is available through the Parking Portal for $13. The daily option cannot be purchased at pay stations, only through the Parking Portal. The daily option is only valid in the Anderson Parking Facility (APF) and is not valid for overnight parking.

Minneapolis Campus

Minneapolis Commuter Permit--$240/semester or $475/year.

Only students who are registered for 12 or more undergraduate credit hours, or 6 graduate credit hours for classes in Minneapolis, and who are on campus between the hours of 7 a.m. and 4 p.m., will be permitted to purchase a parking permit for the Minneapolis parking ramp. Eligibility for full time permits is at the discretion of the Public Safety Department.

  • Minneapolis Commuter Permits are also valid in all St. Paul campus commuter parking lots and ramps.

Purchasing a Student Parking Permit

All students must purchase their permit through the St. Thomas Parking Portal. All student permits are paid for by a charge to a student account. Purchasing instructions:

  1. Login using your St Thomas email address and network password. Make sure to select "St. Thomas Login".
  2. Click "Get Permit" in the lower right hand corner.
  3. Read the instructions on the following page and click "Next".
  4. Select the permit you wish to purchase.
  5. Agree to the policy statements.
  6. Click "Next".
  7. Either select a vehicle already on your record or click "Add Vehicle" to add a new vehicle. Make sure any vehicle you will drive to campus is in the system and attached to your parking permit.
    If not adding a new vehicle, skip to step 10.
  8. To add a vehicle, enter and confirm the vehicle license plate number. An inaccurate license plate number could lead to a parking citation.
  9. Complete the remainder of the vehicle information. Click "Next".
  10. Click "Next".
  11. You will be taken to the payment page. Your method of payment will be automatically selected as "Student Account" for students.
  12. Click "Pay Now".
